nbr 17: Blocked SupplyChain Node

What it means

A node in the SupplyChain object is on the bidder's block list.

A bidder returns nbr on an otherwise empty BidResponse to say why it is not bidding, instead of (or alongside) an HTTP 204. Code 17 is blocked supplychain node.

What to do about it

The SupplyChain object failed the bidder's policy: incomplete chains (complete != 1) or a blocked intermediary node. Validate the schain you send; duplicate nodes, missing hp flags, and empty identifiers all make a chain unverifiable.
