What this release is

OpenRTB 2.3.1 is an errata release. It corrected the buyeruid attribute spelling and fixed the ${AUCTION_BID_ID} macro to substitute BidResponse.bidid. Small on paper, but exactly the class of correction that separates implementations that read the spec from implementations that copied an older SDK.
